So adorable! They have two large pull-out trays full of loose-leaf tea samples in large corked "test tubes." The tubes are all organized by type (black, green, herbal, etc), and you can smell and inspect to your heart's content. The price per ounce is also on each tube - prices range from less than $3/oz to close to $20/oz for the very rare white teas, but most teas are about $3-$4/oz (and you can usually make about 7 cups of tea/oz).
When you've made your selections, the gals will measure out the tea from large tins. They also sell new and vintage tea sets, local honey, and various tea accessories (strainers, etc). They also have a tea room upstairs and outside, but I haven't eaten there in person yet. I'll definitely be back the next time I'm in Frederick.
