Costco Tire Center

Usually have top of the line customer service but about a week ago that changed. I stopped by to get a torque check done on my car after getting a balance & rotation done. After going to the front desk to request the torque check, I get my receipt and told to go to the rear to get the torque check done by pulling up in front of any of the bays. I get there and the employee in the bays is walking around on his cell phone texting/browsing the web/playing a game. I rev my engine after a few minutes to see if I get his attention and he still didn't notice I was there waiting for 7 Minutes. After sitting there for another 5 minutes, he went to the back in the break room. 15 Minutes went by without him even noticing I was within 10 feet from him. I honked my horn and he came out and said "You here for a pressure check?" I said No I'm here for a Torque Check. Costco Tire Center could had been robbed and the employee wouldn't even notice anything is going on. And I thought you weren't supposed to use any Cell Phones while working in the Tire Center Bays due to safety precautions
